La PCL se d\u00e9finit comme le suivi des activit\u00e9s en ligne des consommateurs afin de leur pr\u00e9senter des publicit\u00e9s adapt\u00e9es \u00e0 leurs int\u00e9r\u00eats pr\u00e9sum\u00e9s. Cette forme de publicit\u00e9 s\u2019est av\u00e9r\u00e9e efficace.<!--more--><\/p>\n<p>Pour mieux vous situer, l\u2019ACA a contribu\u00e9 au cours des deux derni\u00e8res ann\u00e9es \u00e0 cr\u00e9er l\u2019Alliance de la publicit\u00e9 num\u00e9rique du Canada (APNC) qui comprend les principales associations de publicit\u00e9 et de marketing du pays, dont Les normes canadiennes de la publicit\u00e9 (NCP), l\u2019Association des agences de publicit\u00e9 du Qu\u00e9bec (AAPQ), l\u2019Association canadienne du marketing (ACM), le Canadian Media Directors\u2019 Council (CMDC), Le Conseil des directeurs m\u00e9dias du Qu\u00e9bec (CDMQ), IAB Canada (IAB) et l\u2019Institut des communications et de la publicit\u00e9 (ICA).<\/p>\n<p>Apr\u00e8s avoir particip\u00e9 aux consultations qu\u2019a tenues le Commissariat \u00e0 la protection de la vie priv\u00e9e au Canada et apr\u00e8s avoir examin\u00e9 ses lignes directrices concernant la PCL, l\u2019APNC a d\u00e9velopp\u00e9 un cadre de travail qui fixe une s\u00e9rie de principes r\u00e9gissant la collecte de donn\u00e9es destin\u00e9es \u00e0 faciliter la pr\u00e9sentation, aux internautes, de publicit\u00e9s ax\u00e9es sur leurs pr\u00e9f\u00e9rences ou leurs centres d\u2019int\u00e9r\u00eat. Ce cadre fait en sorte que ces publicit\u00e9s sont conformes aux lois canadiennes sur la protection des renseignements personnels en vigueur et aux \u00e9l\u00e9ments fondamentaux des principes d\u2019autor\u00e9glementation mondiaux r\u00e9gissant la publicit\u00e9 comportementale en ligne.<\/p>\n<p>Tout comme pour les programmes d\u2019autor\u00e9glementation am\u00e9ricain et europ\u00e9en, les publicit\u00e9s en ligne seront pr\u00e9sent\u00e9es avec l\u2019ic\u00f4ne qui indique au consommateur que l\u2019annonceur adh\u00e8re aux principes r\u00e9gissant la protection de la vie priv\u00e9e du programme canadien. Ce dernier repose sur une s\u00e9rie de principes dont les exigences cl\u00e9s ont trait \u00e0 :<\/p>\n<ul>\n<li>L\u2019\u00e9ducation des consommateurs au sujet de la publicit\u00e9 comportementale en ligne;<\/li>\n<li>Les avis\/la transparence de la part des entreprises qui envoient des publicit\u00e9s comportementales en ligne; les obligations sp\u00e9cifiques en mati\u00e8re d\u2019avis d\u00e9pendront de la fa\u00e7on dont une entreprise utilise la publicit\u00e9 comportementale en ligne;<\/li>\n<li>Le contr\u00f4le du consommateur qui permettra aux internautes de d\u00e9sactiver les publicit\u00e9s comportementales en ligne;<\/li>\n<li>La s\u00e9curit\u00e9 des donn\u00e9es et les exigences relatives \u00e0 la r\u00e9tention de ces derni\u00e8res, et<\/li>\n<li>Une disposition sp\u00e9ciale qui porte sur le traitement des donn\u00e9es sensibles.<\/li>\n<\/ul>\n<p>Mais plus important encore, le programme de l\u2019APNC comprend un volet \u00ab responsabilisation \u00bb qui sera g\u00e9r\u00e9 et exploit\u00e9 par Les normes canadiennes de la publicit\u00e9 (NCP). En effet, l\u2019organisme sera charg\u00e9 d\u2019\u00e9tablir des processus de contr\u00f4le, de traitement des plaintes, de conformit\u00e9 et de transparence. Les proc\u00e9dures, les pratiques et les politiques de NCP \u00e0 cette fin constitueront la structure de responsabilisation du programme.<\/p>\n<p>Le programme devrait \u00eatre lanc\u00e9 au milieu de l\u2019\u00e9t\u00e9 et comportera une vaste campagne de sensibilisation qui comprendra des webinaires et le lancement d\u2019un site Web (votrechoixdepub.ca ou youradchoices.ca). Ce site fournira aux consommateurs canadiens de plus amples d\u00e9tails sur la fa\u00e7on dont ils peuvent d\u00e9sactiver les publicit\u00e9s comportementales en ligne et signaler une infraction aux principes d\u2019autor\u00e9glementation au moyen d\u2019une plainte. Il comportera \u00e9galement de l\u2019information sur la fa\u00e7on dont les entreprises peuvent participer au programme, y compris les tarifs, et sur la fa\u00e7on dont elles peuvent s\u2019inscrire pour pouvoir afficher l\u2019ic\u00f4ne Choixdepub\/AdChoices et figurer sur la page de d\u00e9sactivation des consommateurs.<\/p>\n<p><em>Pour plus d\u2019information sur l\u2019APNC, veuillez communiquer avec M.
